Patty Todaro Bolin
Founder and Managing Partner
The Innovation Consulting Services Advisory (ICS Advisory) was launched by Patty in 2017. Patty is an executive business leader with more than 30 years of experience in government and industry. Her experience, business acumen, and ability to get things done ensure growth and success for her clients.
Prior to standing up for ICS Advisory, she was XLA’s Senior Vice President of Business Development and Capture/Vice President of Homeland Security and Justice. She was responsible for driving all acquisition, pricing, business development, and capture management. Previously, she was a Director for PricewaterhouseCoopers(PwC), serving as an SME, and led a variety of financial and mission-facing programs within DHS. Earlier, as a Booz Allen Hamilton (BAH) Senior Associate, she managed numerous CBP, ICE, and TSA Programs.
During her federal career, she worked in both the legacy US Customs Service (USCS) and its successor at DHS, in Customs and Border Protection (CBP). Patty finished her federal service in a role that drove all financial/budget, human capital, strategic planning, competitive and strategic sourcing, Investment Review Board, and business case development for agency-wide programs as a Director at CBP.
She also served in various leadership and enterprise roles for legacy USCS and CBP component organizations (Trade, Air and Marine, Asset Management, International Affairs, Human Capital, and Budget) and was part of the initial DHS stand-up, focusing on CBP, USCIS, and ICE mission, budget, staff and technology.

ICS Advisory provides business-to-business advisory services, as well as business-to-government, and has a portfolio of mission, technology, and operational services for law enforcement, international/trade support, and technology innovation.

We possess the right combination of leadership, technical knowledge, vision, energy, and strategic perspective to design and orchestrate highly effective and efficient Organizations while optimizing and integrating resources.
We work with our clients in partnership to ensure the right level of expertise in designing, developing, and directing multifaceted transformational contracts, projects, and programs. We act as a conduit and force multiplication to get your strategic and tactical objectives executed.
